From Classroom to Congress: Austin Catholic High School Students Pass Bills in Hands-On Civics Experience

Students from Austin Catholic High School recently stepped into the role of lawmakers, gaining firsthand experience with how Congress debates and passes legislation by drafting and presenting their own bills.

The simulation brought together student representatives in a bipartisan setting, emphasizing collaboration, compromise and civic learning. Participants not only wrote legislation but also pitched their proposals to committees made up of fellow CYC members, mirroring the real-world legislative process. Students worked alongside local lawmakers and law enforcement representatives, adding practical insight to the experience.

Three bills were introduced during the session, each addressing pressing national issues.

CYC 301, the Prescription Drug Importation Act, was presented by Andrew. The bill aims to reduce prescription drug costs for low-income households by allowing the importation of FDA-approved medications from countries with similar regulatory standards, such as Canada. Under the proposal, pharmacies, wholesalers and federal health programs could voluntarily purchase more affordable medications, lowering out-of-pocket expenses for patients.

CYC 304, the Baseline Course and Exam Description Incentive Act, was introduced by Sienna and Ariana. This bill proposes an amendment to the Every Student Succeeds Act. It would create a voluntary grant program for public high schools to develop standardized course and exam descriptions for core subjects. The goal is to improve curriculum consistency nationwide and better prepare students for college and careers.

CYC 307, a bill focused on healthcare affordability, was presented by Abigail. The legislation seeks to lower the cost of life-saving medications by implementing government-mandated price caps on certain prescription drugs. It would also give the Department of Health and Human Services the authority to set maximum prices and require pharmaceutical companies to disclose research and production costs.

All three bills received unanimous approval from the student body, reflecting strong support across party lines.

Through the exercise, students gained a deeper understanding of the legislative process while developing skills in public speaking, negotiation and policy analysis. The experience highlighted the importance of civic engagement and demonstrated how bipartisan cooperation can lead to meaningful solutions.
